Why Napa is Getting a New Ambulance Company

An explanation and timeline from Napa County public information officer Elizabeth Emmett.

State law mandates that every 10 years issue a request for proposals (RFP) for an exclusive ambulance franchise through an open and competitive bidding process.

A panel of five independent EMS professionals evaluated and ranked each submitted proposal based on the bidding agencies’ commitments to address system improvements and cost effectiveness.

AMR received the highest total score of each bidding agency, as well as the highest individual scores for each performance category, including clinical performance, operations, personnel, management, and community collaboration.

On July 6, Director Randy Snowden issued a Notice of Intent to Recommend to the Board of Supervisors that AMR be declared the successful bidder for the five-year exclusive emergency ambulance franchise in Napa County.

On July 20, and Medic Ambulance filed regarding the RFP process.

When the parties were unable to resolve the protests informally, the protests were forwarded to the independent third-party Hearing Officer for review.

The RFP expressly states that the Hearing Officer’s decision closes the protest phase.

HHSA will now forward a recommendation to the Board of Supervisors that AMR receive the upcoming ambulance franchise.

The Board will consider the recommendation in a special meeting set for 9 a.m., Friday, Aug. 19, in the , third Floor, 1195 Third St. in Napa.

Hearing Officer Frank J. DeMarco Background

DeMarco is an attorney with the Sacramento law firm of Hanson Bridgett. He is a former County Counsel for Siskiyou County, one of the five largest and most geographically diverse counties in California. He has considerable experience in complex public agency transactions, as well as substantial experience in litigation evaluation and settlement proceedings. He is also highly experienced in the development of strategies to handle highly contentious, controversial matters including leading edge legal issues.

A graduate of University of San Francisco’s school of law, he is a member of the California State bar and is licensed to practice before the U.S. Supreme Court, U.S. Circuit Court, 9th Circuit, U.S. District Court, Eastern District of California, and U.S. District Court, Northern District of California.
