Napa City Council Reviews Budget

The Napa City Council meets in regular session at 3:30 p.m., first as the Housing Authority and then as council. After a 5 p.m. recess, the meeting resumes at 6:30 p.m.

This week's evening session includes a special meeting of the councilmembers in their role as the Napa Community Redevelopment Agency.

 12.B. Yajome Street Area Drainage Improvement Project (SD08PW06): Adopt a resolution authorizing $120,000 in additional appropriations from the Storm Water System Service Fee Fund to the Yajome Street Area Drainage Improvement Project, authorizing the Public Works Director to award and execute the construction contract for the Project to D.R. Lemings Construction, and authorizing contract change orders, construction management and geotechnical testing up to a total amount not to exceed $390,000.

 12.C.  Redwood Road Erosion Repairs Project (ST10PW04 and ST10PW03): Adopt a resolution rejecting the bid of the apparent low bidder for the Redwood Road Erosion Repairs Project as non-responsive, authorizing additional appropriations and a reallocation of existing appropriations, authorizing the Public Works Director to award and execute the construction contract to Able General Engineering, Inc., and authorizing contract change orders, right-of-way acquisition, contract administration and construction management up to a total amount not to exceed $760,877.

 12.D. Abandonment of Public Right-of-Way, Quit Claim of Real Property, and Acceptance of Grant Deeds for the Saratoga Drive Extension Project: Adopting resolutions abandoning public right-of-way, quit claiming real property, and accepting deeds in conjunction with the Saratoga Drive Extension Project (ST04PW002).

12.E. Award of the 100% Project Design for the Dwyer Pump Station: Authorize the Public Works Director to execute the Intercity Funding Agreement with Calistoga and St. Helena and an Agreement for Services with West Yost Associates, Inc. to complete the 100% Design of the Dwyer Pump Station in the amount not-to-exceed $270,000.

 12.F. Authorization to Access State and Federal Criminal History Information For Employment Purposes: Adopt a resolution authorizing access state and federal level summary criminal history information for employment purposes.

12.G. Adopt Resolution Approving Loan Agreement with Napa Valley Opera House and Authorize the City Manager to Execute the Agreement: Adopt a resolution approving a loan agreement with the Napa Valley Opera House (NVOH) under which NVOH will pay off its property debt.

Issuance of Multi-Family Revenue Bonds for Alexander Crossings Project: Conduct a public hearing under the requirements of Tax and Equity Fiscal Responsibility Act ("TEFRA") and the Internal Revenue Code of 1986, as amended (the "Code"), and adopt a resolution approving the Issuance of Tax-Exempt Obligations and Directing Certain Actions.
