I, Mayor Jill Techel, hereby call a special meeting of the City Council of the City of Napa at the date, time, and place identified above, for the purpose identified on this Agenda. This Special Meeting is called in accordance with California Government Code section 54956.

3.    AGENDA REVIEW AND SUPPLEMENTAL REPORTS:

4.    PUBLIC COMMENTS:  Public comment provides an opportunity for members of the public to directly address the Council on items of interest to the public. When addressing the City Council, the City requests (but does not require) that you state your name and address to facilitate future notices.  Any information you provide will be made a part of the public record. All comments will be addressed to the Mayor and City Council, and not to members of the audience or city staff. If the subject of the comments is covered under an item on this agenda for which the City Council will separately hear public comments (such as “Consent Hearings” or “Public Hearings”) the member of the public is requested to reserve those comments to the appropriate time on the Agenda. The City is limited by state law (the “Ralph M. Brown Act”) to only briefly responding to comments made during the public comment period. Thus the Mayor may direct a brief response to comments, or may refer an item to staff for response at a later time.
