Napa County Matches City Loan for Housing Project

The 134-unit "Alexander Crossing" development proposal for Silverado Trail includes more than two dozen units for very-low-income families.

The voted unanimously Tuesday morning to join the City of Napa in loaning a total of $1.5 million to the developers of a proposed housing project that includes 27 apartments for families with very low incomes.

According to a proposal summary prepared by developer St. Anton Partners LLC, the 134-unit “Alexander Crossing” complex would be built on 6.5 acres along Silverado Trail near Soscol Avenue.

Proposed rents on the 107 market-rate units range from $1,350 (1 bedroom, 707 SF) to $2,100 (3 bedroom, 1,290 SF), with 27 units set aside for families earning half or less than half of the median income in this area.

According to the developer’s summary, “the property management company will prepare and implement proactive outreach plans emphasizing female-headed households, large families and farm workers,” and offer after-school programs and other services for low-income families.

Larry Florin, county manager of intergovernmental affairs, said the management company would also work to ensure that the low-income apartments are rented “primarily to people working in the area.”

The agreed last week to loan $750,000 for the project, and the supervisors voted Tuesday to match that amount.

“I think this is a good project for our community,” said Supervisor Brad Wagenknecht.

Next stop for the proposal is the city planning commission, likely in June or July.
