Two Arrested with Suspected Meth

A police investigation of a "civil matter" led to a double arrest on suspicion of drug possession when the officer spotted a glass pipe in a home on Silverado Trail, according to the Napa Police Department.

A Napa man and woman were arrested Wednesday on suspicion of possessing a controlled substance and drug paraphernalia, according to a shift activity log from the :

On 04/18/12 an NPD Officer was investigating a civil matter. The Officer went to a residence in the 500 block of Silverado Trail to contact some of the involved parties related to the investigation.

When the Officer arrived the suspects, David Binstock 56 years old and Lucinda Franco 57 years old both of Napa, were contacted.

As Binstock was looking through paperwork related to the civil matter, the Officer noticed a suspected glass methamphetamine pipe with a useable amount of methamphetamine in plain view in the residence.

Both Binstock and Franco were subsequently arrested. A search of Binstock’s person revealed a small baggie of suspected methamphetamine.

Binstock and Franco were booked at the , police said. Arrest information does not indicate a conviction.
