POLICE LOG: Drug Possession, Forgery, Prowling

Napa Police arrest two suspects.

A 49-year-old Vallejo man was arrested Monday on suspicion of drug and drug paraphernalia possession, being under the influence of a controlled substance, forgery, and two bench warrants.

Bill Payne was taken into custody just before 7 p.m. in the vicinity of West Lincoln Avenue and Solano Avenue in Napa.

Payne was stopped by Napa Police for an expired registration (the vehicle had 2013 tabs, but registration expired in 2009) in the area of Solano and Lincoln avenues, police said.

When officers contacted Payne they noticed he displayed signs of being under the influence of a controlled substance and was later determined to be under the influence.

A search of Payne’s vehicle resulted in officers finding a pipe with suspected methamphetamine residue in the bowl.

Payne was placed under arrest for being under the influence of a controlled substance, possession of a controlled substance, and false vehicle registration/tabs.

A 32 year old Napa man was arrested just after midnight today, Tuesday, on suspicion of drug possession, being under the influence of a controlled substance, prowling and probation violation.

Matthew Steven Allen was taken into custody at a residence at 107 Cherryview Court in Napa.

Just after midnight today, officers were dispatched to the 2500 block of Indiana Street for a report of a subject trying to break into a van.

The suspect was described as wearing a black shirt, blue jeans, sneakers and being approximately 6`00" tall with a shaved head. Responding officers canvassed the area and did not locate the suspect.

At approximately 12:31 a.m., officers were dispatched to the 100 block of Cherryview Court for a report of a burglar who had been detained in the victim`s backyard.

Officers arrived on scene and saw a resident standing over the suspect who was later identified as Matthew Allen. Allen was wearing a black shirt, blue jeans, sneakers and had a shaved head; Allen matched the description of the suspect from the previous call which was approximately one quarter mile away.

Officers took custody of Allen and searched him, which resulted in officers finding suspected methamphetamine and hypodermic needles in his pants pockets.

 The resident of the Cherryview address told officers He was asleep and his dog started barking downstairs.

His wife went downstairs and quickly returned to tell him she saw a subject in their backyard. He went to the kitchen that has a glass French door that leads to the backyard.

A subject, later identified as Allen, was standing inches from the door looking into the home. He went to the door and the subject started to walk away. He opened the door and tackled the subject to the ground.

He held the subject on the grass until the police arrived. He said he doesn`t know the subject and has never seen him before, police said.

Officers did not find any evidence of a burglary occurring at either location.

Allen was arrested and booked.
