Man Arrested for Alleged Felony Hit-And-Run

Passenger in vehicle hurt during collision.

A 19-year-old Napa man was arrested on suspicion of felony hit and run after police say he allegedly ran a stop sign and hit a curb,  injuring one of his passengers.

Carlos Xavier Garcia was allegedly driving the car when the incident occurred.

Two other passengers-- Denys Reyes, 19, and a 16-year-old girl -- were also taken into custody on lesser charges at about 12:30 a.m. at the scene on Browns Valley Road in Napa.

According to police, officers were dispatched to a report of a vehicle collision in the area of Browns Valley Road and Partrick Road in Napa.

An officer arrived on scene and located the white Honda Accord facing south against an oak tree off the southeast corner of the intersection.

The officer could see the doors were open and the vehicle was empty. Two people walking their dog told police they saw two males in their late teens running toward Browns Valley School.

As the officer checked the area traveling eastbound on Browns Valley Road, he saw a subject dressed in black walking in the middle of the road.

He saw the subject was dressed in a T-shirt and appeared to be holding his right side. The officer stopped in the middle and contacted this subject, who said he was in the car accident and was hurt.

Medical personnel were called. The subject was identified as Antonio Costilla, 21, of Napa. Costilla told the officer he was a passenger in a vehicle driven by Garcia.

Costilla said he remembered hitting a curb and striking something that sent him flying against the front seat. Costilla said he went over the front seat and hit his face and side.

AMR ambulance service and Napa Fire arrived on scene and transported Costilla to Queen of the Valley Medical Center for his injury. Other officers arrived on scene and began to check Browns Valley School for other subjects related to this collision.

As the officer entered the school grounds, he observed two males running west through the school. The officer followed and located the males lying face down in the basketball court area.
 
It appeared they were trying to hide, police said. Both Garcia and Reyes were taken into custody. Garcia allegedly displayed signs of being under the influence of alcohol.
 
A record check showed Garcia on active probation with terms to consume alcohol and search and seizure. The vehicle involved in the collision was registered to him as well.

Garcia admitted to driving the vehicle. He stated he did not see the stop sign at the intersection until it was too late. He told police he was traveling at 40-50 mph, when he hit the brakes and skidded into a tree.

Garcia was evaluated and it was determined by an officers that Garcia was impaired while driving.
A 16-year-old female was located by officers as she attempted to hide in the corridors of the school.

The teen girl was allegedly intoxicated and told officers she was a passenger in the vehicle that was involved in the collision.
When the girl saw Garcia and Reyes being walked by her location in handcuffs, she became upset and attempted to push by an officer in order to get to Garcia and Reyes.

The officers tried to stop her, which resulted in the officer and the girl falling into some bushes. After a short struggle, the teen was taken into custody. The girl told officers that she was drinking alcohol with Garcia and Reyes before the collision.

The girl was transported by the officer to Queen of the Valley Medical Center for minor injuries she received due to the accident. Once cleared from the hospital, the female was booked into juvenile hall for public intoxication and resisting arrest.
 
Garcia was booked into Napa County Department of Corrections for driving while DUI, resulting in an injury, hit and run resulting in an injury and failure to obey a juvenile court order.

Reyes was booked into Napa County Department of Corrections for contributing to the delinquency of a minor and trespassing on school grounds.
