Cops Say Stoned Driver Hit Cyclist

In her second alleged DUI of the past week, the 23-year-old motorist who critically injured a 77-year-old cyclist Monday was arrested on suspicion of felony DUI of marijuana and prescription drugs. It was at least her third arrest in less than a year.

 A 23-year-old Napa woman was jailed Monday after striking a bicyclist with her Lexus shortly after 8 a.m., according to a press release from the :

On April 16, 2012 at approximately 0800 hours, 23-year old Napa resident Jenna Rubio was driving a Lexus sedan southbound on Soscol Avenue near Tanen Street when she struck a 77-year old male bicyclist in the southbound bicycle lane. The bicyclist was wearing a bicycle helmet at the time of the accident.

The bicyclist (victim) sustained major head trauma and internal injuries. The Napa Fire Department (NFD) responded and provided first aid.

Paramedics with American Medical Response (AMR) responded and transported the bicyclist to the (QVMC) for treatment. The bicyclist is in critical, but stable, condition at this time ...

While investigating the traffic collision, Rubio acknowledged to officers she was distracted while driving. Officers also noted Rubio displayed objective signs of impairment.

Preliminary findings indicated Rubio was operating a motor vehicle under the influence of both marijuana and prescription medications. 

Rubio was booked at the on Felony DUI charges, according to poiice.
