Bulging Eyes, Ripped T-Shirt, Nike Shoes Tied to Neck Are Giveaways, Police Say

Police arrest a 24-year-old Napa transient on suspicion of robbery, battery, resisting arrest and violation of probation.

A Napa transient went to jail Wednesday after people called police to report a man with a ripped shirt and bulging eyes running around their apartment complex.

Napa officers went to the area of 790 Lincoln Avenue and learned that Frank Flores Folster, 24, of Napa, was last seen jumping fences in the area towards Soscol Avenue.

As the officers were searching for Folster, a report came in that two men were involved in a fight in front of The Coliseum at 2532 Jefferson Street. The dispatcher informed police that one of the men stole the other's black Nikes shoes and shirt.

Police found Folster in the 2200 block of Yajome Street. He was in possession of a black pair of Nike shoes tied together and hanging around his neck. Police determined that Folster was the same person involved in the fight on Jefferson Street and took him to jail. 

Folster was arrested and transported to Napa County Department of Corrections. While en route to the jail, Folster made threats to harm the officer. He was arrested on suspicion of robbery, battery with serious bodily injury, resisting arrest and violation of probation.
