2 NSIB Operations Yield Guns, Drugs, 4 Arrests

4 alleged drug dealers taken into custody.

Two details in the last week by Napa Special Investigations Bureau detectives led to seizures of guns and drugs and four arrests..

On Tuesday, Tiffany Van Hille, 34, of Napa was taken into custody by NSIB detectives on a warrant for probation violation and possession of a controlled substance for sale. Also arrested Tuesday was Loren Bingham, 30, of Vacaville, who was taken into custody on a warrant for possession of a controlled substance for sale and being an ex-felon in possession of a firearm.


NSIB Lt. Gary Pitkin said the incident began on Aug. 13,  when a Napa Police Department patrol officer stopped a vehicle for failing to stop for a stop sign.

The driver and her passenger, identified as Van Hille and Bingham respectively, were searched and allegedly found to be in possession of approximately 2 ounces of suspected methamphetamine.

Both subjects were arrested and booked at the Napa County Department of Corrections, but later released, Pitkin said.

NSIB developed information that Bingham, a self-admitted gang member, and Van Hille were still believed to be involved in the drug subculture and expedited the issuance of arrest warrants stemming from the Aug. 13 car stop.

On Tuesday, Aug. 20, NSIB Detectives located Van Hille in the 4400 block of Jefferson Street in Napa and arrested her without incident.

During the arrest, NSIB Detectives saw Bingham drive by. Detectives initiated an enforcement stop on Bingham and arrested him without incident on his outstanding warrant stemming from the earlier car stop.

Detectives allegedly located a loaded handgun under Bingham’s seat. Detectives also allegedly recovered stolen mail from at least two Napa-area victims in the vehicle Bingham was driving.

Both Bingham and Van Hille were booked at Napa County Department of Corrections.

NSIB detectives also conducted a major probation search Friday, Aug. 16, in unincorporated Vallejo.

In that incident, Angel Washington, 35, of Vallejo and American Canyon, was taken into custody on suspicion of possession of a controlled substance for sale  and being an ex-felon in possession of a firearm. Also arrested was Deandre Bills, 34, of Vallejo, on the same alleged charges.

The probation search was initiated earlier this month, when members of the NSIB received information that Washington, on probation in Napa County, and  Bills, her parolee boyfriend, were involved in selling drugs including cocaine, heroin, and Ecstasy (MDMA) in Napa County, according to NSIB Lt. Gary Pitkin.

Washington’s address of record was listed as a residence in American Canyon. NSIB’s investigation, however, showed she was actually living with her boyfriend in a mobile home in unincorporated Vallejo, Pitkin said.

On Friday, Aug. 16, members of NSIB initiated surveillance on Washington and Bills' trailer in the 2500 block of Springs Road. While watching the residence, Solano County Sheriff’s deputies arrived to investigate a report of a domestic disturbance.

NSIB detectives met with the Solano County deputies, who had detained Washington and Bills, and conducted a probation search.

NSIB detectives located and seized over 300 doses of suspected heroin, along with suspected cocaine and Ecstasy (MDMA) all possessed for sale; scales, packaging materials, two loaded handguns and almost $800 in suspected drug proceeds, Pitkin said.

Washington and Bills were arrested without incident for possession of heroin, cocaine, and Ecstasy for sale, related gun charges and violation of probation and parole conditions.

Both Washington and Bills were booked at the Solano County Jail.
