Hwy 29 Red Light TRAP

I'd like to know what people think about the SCAM that Napa is perpetrating on innocent people?  The light at the intersection of Hwy 29 and Hwy 12 is rigged, and no doubt is raking in a fortune in revenues for the city!  I recently drove through this light and was shocked at how quickly the light changed from yellow to red!  When traffic is traveling at 60-65 miles per hour a 4-second yellow light is NOT enough time to stop for the light.  With the camera there, every day this camera is sending $500 fines to hundreds of people!!  I got caught in this SCAM.  Despite the fact that I have no money and no income right now, am undergoing treatment for cancer, the lovely city of Napa says TOO BAD!  PAY THE FINE OR IT WILL DOUBLE!!  I took a payment plan and with any luck I'll be dead before they can collect from me!!!!!
