City Fire Hydrents

I live in Browns Valley and noticed that a Volvo Rental water truck taps into a fire hydrant.  He comes about every half hour to fill up every day.  I called the city water department and was referred to the Public Works Yard, where I left a message.  This was over a week ago and I still haven't heard back from them.  I have also noticed this same activity on Dry Creek Road.  Could someone shed some light on this?
